There should be a rank for people always breaking rules or being annoying but only for these people called something like "abuser" or "noise maker"

We have the timeout rank for such occurances
However we need testers to make sure that it does work.
Timeout essentially should limit one player to only movement, no commands, no targeting, no props, no nothing
